Grants and Funding
The Department runs two grant progammes: The
Sports Capital Programme and the Local
Authority Swimming Pool Programme. The Irish Sports Council are responsible
for the administration of the Grants Scheme for National Governing Bodies
of Sport
2008 Sports Capital Programme
The national lottery-funded Sports Capital Programme, which is advertised on an annual basis, allocates funding to projects that are directly related to the provision of sports facilities and are of a capital nature. This means that the project must involve:
- improving or building an asset; or
- buying non-personal sports equipment that will be used for at least
five years.
Funding can be allocated to the following organisations under the programme:

- voluntary and community organisations, including sports clubs;
- national governing bodies of sport and third level education institutions, where it is evident that the proposed facility will contribute to the regional and/or national sporting infrastructure; and
- in certain circumstances, primary and post-primary schools, VECs and local authorities (see the Guidelines, Terms and Conditions to the 2008 Programme for more information)
The 2008 Sports Capital Programme was advertised in the national press
on Sunday 13th and Monday 14th January 2008. The deadline for receipt of
applications was 5pm on Friday 29th February 2008 for paper based applications
and 5pm on Friday 7th March for applications made through the Department's
online application system. Applications submitted after these deadlines will not be considered

Local Authority Swimming Pool Programme
Grant-aid from the Exchequer is made available to local authorities and bodies supported by local authorities, towards the cost of providing new swimming pools or refurbishing of existing pools. The closing date for receipt of applications under the current Programme was 31 July 2000 and since then some 57 applications have or are being dealt with. A Value for Money and Policy Review Report of the Local Authority Swimming Pool Programme has been completed and published. The Review of the Programme was carried out by the Department to examine, among other things, how the programme has worked to date, and what changes, are required to ensure its effective and efficient delivery. The recommendations in the Report will be used to assist in formulating future policy in this area and will be incorporated into any new round of the programme.
Levels of Grant-aid
Under the Local Authority Swimming Pool Programme grants of up to a maximum of €3.8 million are available towards the refurbishment of existing pools or the provision of new pools, subject in either case to the total grant not exceeding 80% of the eligible cost of the project or, in the case of projects located in designated disadvantaged areas, 90% of the eligible cost.
Construction Standards
Pools must be constructed to standards set down in the Department's Procedures for the Planning, Approval and Financing of Swimming Pools and Technical Guidelines - copies of the Guidelines are available, on request, from Sports Unit, Department of Arts, Sport and Tourism, Fossa, Killarney.
