D’ullmhaigh an Roinn Ealaíon, Spóirt agus Turasóireachta an scéim seo de réir Alt 11 d’Acht na dTeangacha Oifigiúla 2003 ('an tAcht'). Is í seo an dara scéim den dá Scéim trí bliana a d’ullmhaigh an Roinn agus tá sí ann in áit na chéad Scéime, a tháinig i bhfeidhm i mí Iúil 2005.

Forálann Alt 11 d’ullmhú scéim reachtúil ag comhlachtaí poiblí ag tabhairt mionsonraí faoi na seirbhísí a sholáthróidh siad:

  • trí mheán na Gaeilge;

  • trí mheán an Bhéarla; agus

  • trí mheán na Gaeilge agus an Bhéarla.

agus na bearta a ghlacfar lena chinntiú go ndéanfar aon seirbhís nach bhfuiltear á soláthar ag an gcomhlacht trí mheán na Gaeilge a sholáthar laistigh de fhráma ama aontaithe.

1.1 Ullmhú na Scéime

Forálann Alt 12 den Acht d’ullmhú treoirlínte ag an Aire Gnóthaí Pobail, Tuaithe agus Gaeltachta agus a n-eisiúint chuig comhlachtaí poiblí d’fhonn cuidiú le hullmhú dréachtscéimeanna. Ullmhaíodh an Scéim seo ag féachaint go cuí do na treoirlínte sin.

D’fhoilsigh an Roinn fógra faoi Alt 13 den Acht an 29-30 Márta 2008 ag lorg aighneachtaí ó pháirtithe leasmhara ar bith i ndáil le hullmhú na dréachtscéime faoi Alt 11. Fuarthas formhór na naighneachtaí go leictreonach agus tá siad sin, mar aon le hachoimre ar na haighneachtaí a fuarthas ar chóip chrua, ar fáil ar shuíomh gréasáin na Roinne www.dast.gov.ie. Is mór ag an Roinn an t-am agus an dua a chaith gach duine lena mbaineann leis an bpróiseas seo.

Forbraíodh an scéim agus na cineálacha seo a leanas á gcur san áireamh, na haighneachtaí a fuarthas tríd an bpróiseas comhairliúcháin phoiblí, tuairimí agus moltaí fhoireann na Roinne, cúrsaí sa Roinn faoi láthair maidir leis an bhfáil atá ar sheirbhís trí Ghaeilge agus maidir le cumas na seirbhíse, measúnú ar an éileamh a bhí ar sheirbhísí trí Ghaeilge le linn shaolré na chéad Scéime, agus dílárú na Roinne a bheith tugtha chun críche sa bhliain 2009. Chuidigh Grúpa Oibre Rannach, ar a raibh ionadaithe as raon de réimsí feidhme na Roinne, i ndréachtú na scéime.

1.2 Dáta Tosach Feidhme na Scéime

Tá an scéim seo deimhnithe ag an Aire Gnóthaí Pobail, Tuaithe agus Gaeltachta. Cuireadh tús leis an scéim le héifeacht ón 20 Aibreán 2009 agus beidh feidhm léi ar feadh tréimhse trí bliana ón dáta sin nó go mbeidh scéim nua deimhnithe ag an Aire de bhun Alt 15 den Acht, cibé acu is túisce.

This Scheme was prepared in accordance with Section 11 of the Official Languages Act 2003 (‘the Act’) by the Department of Tourism, Culture and Sport. This is the second three-year Scheme prepared by the Department and succeeds the first Scheme, which came into effect in July 2005.

Section 11 provides for the preparation by public bodies of a statutory scheme detailing the services they will provide:

  • through the medium of Irish;

  • through the medium of English; and

  • through the medium of Irish and English.

and for the measures to be adopted to ensure that any service not provided by the body through the medium of the Irish language will be so provided within an agreed timeframe.

1.1 Preparation of Scheme

Section 12 of the Act provides for the preparation of guidelines by the Minister for Community, Rural and Gaeltacht Affairs and for their issuance to public bodies to assist in the preparation of draft schemes. This Scheme has been prepared with due regard to those guidelines.

The Department published a notice under Section 13 of the Act on 29-30 March 2008 inviting submissions from any interested parties in relation to the preparation of the draft Scheme under Section 11. Most submissions were received electronically and these, together with a summary of those received in hard copy, are available on the Department’s web site at www.dast.gov.ie. The Department appreciates the time and effort devoted to this process by all concerned.

The Scheme has been developed taking into account, variously, the submissions received through the public consultation process, the views and suggestions of staff across the Department, the current situation in the Department with regard to Irish language service availability and capability, an assessment of the demand for services through Irish over the lifetime of the first Scheme, and the completion of the Department's decentralisation in 2009. A Departmental Working Group, comprising representatives from a range of functional areas of the Department, assisted in drafting the Scheme.

1.2 Commencement Date of Scheme

This Scheme has been confirmed by the Minister for Community, Rural and Gaeltacht Affairs. The Scheme commenced with effect from 20 April 2009 and shall remain in force for a period of three years from that date or until a new Scheme is confirmed by the Minister pursuant to Section 15 of the Act, whichever is the earlier.

Seirbhísí Corparáideacha: An leas is fearr a bhaint as acmhainní nuair a bhítear ag cur cuspóirí na Roinne i bhfeidhm agus nuair a bhítear ag freastal ar riachtanais chustaiméirí agus tacú le baill foirne a gcumas iomlán a bhaint amach i gcomhshaol dearfach cothromasach oibre.

Comharghníomhaíochtaí: Dlúth-chomhoibriú a chur chun cinn idir earnálacha na n-ealaíon agus an chultúir, na scannán, an spóirt agus na turasóireachta d’fhonn a mbíonn de chion tairbhe shóisialta agus eacnamaíoch ag an tír astu le chéile a fheabhsú agus d’fhonn dul i gcion ar réimsí beartais phoiblí ábhartha eile.

Tá ionann is 170 ball foirne sa Roinn, agus áirítear baill foirne na Cartlainne Náisiúnta orthusan mar gur cuid den Roinn í faoi láthair.

1.3 Overview of Department of Tourism, Culture and Sport

1.3.1 Mission and Goals

The Department of Tourism, Culture and Sport was established in June 2002 and its mission over the period 2008-2010 is:

to enrich Irish society by supporting the growth of a competitive and sustainable tourism industry and increasing access to, an participation in, sport, the arts and culture.

Following from this mission statement, the Department's high-level goals are as follows:

Arts, Culture and Film: To enhance access to, and to recognise, the social and economic role of the arts, culture and film sectors in Ireland by promoting and encouraging artistic expression, cultural awareness and participation through an appropriate policy, legislative and resource framework.

Sport: To increase participation and interest in sport, to improve standards of performance and to develop sports facilities at national, regional and local level, thereby contributing to healthier lifestyles and an improved overall quality of life, through a Departmental policy and resource framework in partnership with its Agencies, other Government Departments and the National Governing Bodies of Sport.

Tourism: To support the growth of a competitive and sustainable tourism industry, enhancing its contribution to national economic and social goals, through the development, implementation and influencing of a range of policy actions and programmes by the Department, its Agencies and other Government Departments, in consultation with industry partners.

Corporate Services: To optimise the use of resources in the delivery of the Department's objectives and in meeting the needs of customers and to support staff to develop their full potential in a positive

Synergies: To promote close co-operation between the arts and culture, film, sport and tourism sectors in order to enhance their shared contribution to the social and economic well being of the country and to influence other relevant public policy areas.

Moreover, as part of its ongoing activities, the Department is also involved in:

  • the provision of general information to sectoral interests and the public, including guidance, clarification and/or referral on schemes, initiatives, programmes and policies in the areas of the arts, sport and tourism;

  • the provision of advice and administrative support to the Minister to assist him in meeting his statutory and parliamentary obligations;

  • interaction with the Oireachtas and its Committees on issues arising in connection with the Department's remit;

  • communicating the Department’s policies and achievements to other Government Departments and agencies, the media and the general public; and

  • working on a cross-Departmental basis in contributing to the implementation of various Government strategies.

The Department has a staff of some 170, including the National Archives, which currently forms part of the Department.

In addition, a number of State agencies, which report to the Department, are charged with specific responsibilities in the arts, sport and tourism sectors. It is a matter for those agencies to produce their own schemes in accordance with the Act. and equitable working environment.

1.3.2 Custaiméirí agus Cliaint

1.3.2 Customers and Clients

The delivery of services and the outcome of policies and strategies pursued by the Department ultimately impact upon a wide array of people, including tourists, those involved in arts and culture, sporting associations and their members, and the various related industries and employers. The Department's key stakeholder and customer base comprises:

  • Minister for Arts, Sport and Tourism;

  • Minister of State;

  • Government and Ministers;

  • Members of the Oireachtas;

  • North South Ministerial Council;

  • Other Government Departments;

  • Organisations of the European Union;

  • Council of Europe;

  • Business Representative Bodies;

  • State Agencies;

  • Tourism Representative Bodies;

  • Sports Representative Bodies;

  • World Anti-Doping Agency;

  • Local and Regional Bodies;

  • Cultural Institutions and their Patrons;

  • Artistic & Creative Representative Bodies;

  • Voluntary & Community Organisations; and

  • Members of the Public.

The Department is primarily a policy-making Department in the sectors for which it has responsibility. It has, therefore, limited direct interaction with members of the public. The Department does not operate public offices or provide services - other than information about its work and the management of certain schemes/programmes - directly to the public.

The quality customer service standards adopted by the Department in relation to the delivery of services to our customers shall apply to those services that the Department has committed to deliver in the Irish language under this Scheme.

1.3.3 Functional Areas of Department

The functional areas of the Department comprise the following Divisions:

  • Internal Audit Unit.

1.3.4 A mhéid is atá Seirbhísí ar fáil cheana féin trí Ghaeilge

Cuireann an Roinn líon áirithe de sheirbhísí dátheangacha ar fáil faoi láthair – seirbhísí is ea iad seo a bhí á gcur ar fáil sular glacadh leis an gcéad Scéim nó de dheasca an tiomantais a tugadh sa Scéim sin a chomhlíonadh. Mar shampla, tá foilseacháin chorparáideacha na Roinne – a Ráitis Straitéise, Tuarascálacha Bliantúla agus a Cairteacha don Chustaiméir – ar fáil i nGaeilge agus i mBéarla, mar atá na foirmeacha iarratais agus na treoirlínte a ghabhann lena scéimeanna móra maoinithe.

Tá beartas i bhfeidhm ag an Roinn chomh maith maidir lena fógráin phreasa a bheith i nGaeilge agus i mBéarla agus maidir lena cheangal go mbeadh na comharthaí ar admháil ar mhaoiniú a fuarthas faoina cláir deontais chaipitil ealaíon agus spóirt, sa dá theanga. Ina theannta sin, tá stáiseanóireacht na Roinne, na príomhchomharthaí agus na príomhfhógairtí réamhthaifeadta teileafóin i nGaeilge agus i mBéarla chomh maith. Ina theannta sin arís, i gcomhréir le Cairt na Roinne don Chustaiméir, is é beartas na Roinne iarracht a dhéanamh seirbhís a chur ar fáil trí Ghaeilge do dhaoine a bhuaileann isteach chuig an Roinn agus a éilíonn seirbhís dá leithéid.

Tugadh tiomantais fhorleathana i gcéad Scéim na Roinne chun feabhas a chur ar an leibhéal seirbhíse i nGaeilge. Comhlíonadh na tiomantais sin go léir lena n-áirítear suíomh gréasáin comhuaineach Gaeilge a fhorbairt. Comhlíonadh na tiomantais sin d’ainneoin an dúshláin a thug an dílárú don eagraíocht, lenar bhain athrúchán foirne de isteach agus amach le 66 faoin gcéad sna trí bliana seo caite agus laghdú, dá bhrí sin, de bheagnach 15 faoin gcéad sa líon foirne ar leor a n-inniúlacht ar Ghaeilge chun seirbhís a chur ar fáil don phobal i nGaeilge.

Is é cuspóir an Dara Scéim seo leanúint le comhlíonadh na dtiomantas seo agus feabhas a chur ar an leibhéal seirbhíse thar thréimhse na Scéime (2009-2012).

1.3.5 Éileamh ar Sheirbhísí trí Ghaeilge

Bhíothas i mbun monatóireachta go leanúnach le linn na chéad Scéime ar an éileamh ón bpobal ar sheirbhísí a sholáthraíonn an Roinn trí Ghaeilge agus b’éileamh teoranta a bhí ar na seirbhísí go háirithe i réimse na seirbhísí idirphearsanta (féach an Tábla thíos).

1.3.4 Extent to which Services are Already Available through Irish

The Department currently provides a number of services bilingually, either because they were already provided prior to the adoption of the first Scheme or as a consequence of meeting the commitments made in that Scheme. For example, the Department's corporate publications – its Statements of Strategy, Annual Reports and Customer Charters – are available in Irish and English, as are the application forms and guidelines for its major funding schemes.

The Department also operates a policy of placing its press advertisements in both Irish and English and of requiring bilingual signage acknowledging funding under its capital arts and sports grants programmes. Moreover, the Department's stationery, main signage and main pre-recorded telephone announcements are also in Irish and English. Furthermore, in accordance with the Department's Customer Charter, the Department's policy is to endeavour to provide a service through Irish to personal callers to the Department where such a service is requested.

Extensive commitments were made in the Department's first Scheme to improve the level of service in Irish. All these commitments, including the development of a parallel Irish language website, have been delivered. This was despite the organisational challenge of decentralisation, which involved staff turnover of approximately 66 per cent in the past three years and which resulted in a reduction of some 15 per cent in the number of staff with sufficient competency to provide a service in Irish to the public.

The objective of this Second Scheme is to continue the delivery of these commitments and to enhance the level of service over the period of the Scheme (2009-2012).

1.3.5 Demand for Services through Irish

Public demand for services from the Department through Irish has been continuously monitored over the course of the first Scheme and has proved to be limited, particularly in the area of interpersonal services (see Table below).

The Department communicates with the public through:

2.1 Written Means of Communication, including Electronic Means

The Department has reviewed in the preparation of this Scheme the various written means of communication with the public in use across the Department. These means of communication, which have not changed since the first Scheme was prepared, are set out below, together with the commitments the Department is making in relation to the development of an Irish language service policy.

Corporate publications, including Statements of Strategy, Annual Reports, Freedom of Information (FOI) Section 15 and 16 Manuals, Customer Charters and Customer Comment Cards Guidelines, information leaflets and application forms relating to individual schemes/programmes • The Department complies with Section 10 of the Act, which requires a Statement of Strategy, Annual Report, Audited Accounts or Financial Statements and any document setting out public policy proposals to be published simultaneously in Irish and English. • All other corporate publications will continue to be made available in bilingual format. • All guidelines, information leaflets and application forms, whether new or updated, generated by the Department in relation to its schemes or programmes and which are referred to in the Department's FOI Section 15 and 16 Manual, will continue to be made available in bilingual format.
Departmental publications on major policy statements or reviews in the arts, sports and tourism sectors (other than publications that fall under Section 10 of the Act) Publications generated by other bodies but available from the Department Press releases • These publications are, in general, made available bilingually. If the cost of bilingual publication in any individual case is deemed excessive due to the size of the document, the Department will continue to use its discretion to publish only the executive summary/recommendations in bilingual format.
• These publications will continue to be made available in the language in which they have been published by the generating body.
• Departmental press releases, other than speeches that have been issued as, or are attached to, press releases, will continue to be made available bilingually on the Department's web site (appendices attached to press releases, e.g., lists of clubs awarded sports grants, full details of Board appointees, will continue to be made available in one official language only).

Pre-recorded computerised messaging Speeches • The standard disclaimer on e-mail communications will continue to be bilingual. • Individual staff members can choose to put the non-system generated part of the ‘out of office’ e-mail message in Irish or English or both languages. • Speeches will continue to be made available in the language in which they are delivered.
Requests for Tender • Requests for Tender will continue to be made available in English only unless the tender itself relates to an Irish language issue.
Web site • A bilingual Departmental website will continue to be maintained. Web site publication will, in general, not be simultaneous Irish/English publication, unless otherwise required under the Act or the Scheme. • Any online interactive services to be developed in the future will be introduced simultaneously in both official languages (no such services are currently necessary). • In the event that the Department develops additional websites for specific policy objectives, these websites will be developed in bilingual form.
Computer systems • Any upgrade of existing computer systems or new computer systems will be fully capable of handling the Irish language.
Statutory Instruments • Statutory Instruments will continue to be made available in Irish and English.
Gaeltacht placenames • The Department will continue to ensure that the official placenames of Gaeltacht areas are used by the Department as the default for official purposes in Departmental publications, internal databases, etc.
Other publications • Expenditure review reports, progress reports under the National Development Plan, consultants' reports, Action Plans/Progress Reports under Towards 2016, documents intended for an audience outside the State and documents intended primarily for internal Departmental use, e.g., human resource policies, training policies and customer charter action plans, will, in general, continue to be made available in English only.
• Any other publications not listed above and not referred to in any other category will continue to be considered for bilingual publication on a case-by-case basis with due regard to public interest and cost issues.

When publishing in hard-copy format, the Department will continue to make every effort to ensure that bilingual publications are produced under a single cover rather than as separate publications, taking into account cost and environmental considerations. Where bilingual publication occurs under a single cover, every effort will be made to place the Irish language version on the more prominent left side.

2.2 Modhanna Cumarsáide Idirphearsanta

2.2 Interpersonal Means of Communication

The Department has reviewed in the preparation of this Scheme the various interpersonal means of communication with the public in use across the Department. These means of communication, which have not changed since the first Scheme was prepared, are set out below, together with the commitments the Department is making in relation to the development of an Irish language service policy.

Telephony/switchboard services and reception facilities • Switchboard operators and receptionists are often the first points of contact with the public. When decentralisation to Killarney is complete and subject to recruitment restrictions, it shall be the policy of the Department to ensure that: o switchboard staff answer the phone by referring to the name of the Department in Irish; o switchboard staff and receptionists are at least familiar with the basic greetings in Irish; and o suitable arrangements are in place so that switchboard staff and receptionists can put members of the public in touch, without delay, with an office or officer capable of offering the
required service through Irish, where available1 . • When decentralisation to Killarney is complete and subject to recruitment restrictions, every effort will be made to ensure that switchboard staff can provide full switchboard services in Irish. In the interim, the switchboard staff and receptionists will continue to be provided with a list of Departmental staff members who can provide a service through Irish1 .
One-to-one contact either by phone or in person • The Department's Central Irish Language Unit will continue to be assisted by staff spread across the Department who currently have Irish language proficiency. • Staff with ability to provide inter-personal Irish language service will, with their agreement, continue to be identified in an appropriate way on telephone lists, at reception and on the organisation chart, and their e-mail addresses will be included under relevant sections on the web site.
Public meetings policy • The Department will continue to consult with participants in advance of any such meetings on accessibility requirements, including Irish language accessibility, and will make every effort to facilitate any needs identified.

1 When decentralisation is complete, the need to provide switchboard and/or reception facilities for any Departmental office remaining in Dublin will be reviewed. Only when the outcome of that review is known can decisions be made on bilingual switchboard and/or reception facilities for any such office.

3.1 Seirbhísí nach bhfuil ar fáil trí Ghaeilge

3.2 Tiomantas Ginearálta i leith Seirbhísí Gaeilge a fhorbairt

Tá an Roinn tiomanta d’fhorbairt scileanna i nGaeilge a spreagadh i ngach aon réimse den Roinn chun forbairt fhorchéimnitheach i seirbhísí ardchaighdeáin do chustaiméirí, duine le duine, trí Ghaeilge, a éascú chun freastal ar an éileamh ar sheirbhísí dá leithéid.

Le tosach feidhme a céad Scéime sa bhliain 2005, ba bheag an cumas a bhí sa Roinn maidir le seirbhís scríofa nó idirphearsanta a chur ar fáil trí Ghaeilge. Ó tharla gur chostas agus am an tsaincheist ba mhó a bhain le cumarsáid scríofa a chur ar fáil go dátheangach ba shaincheist í a bhí éasca go leor le réiteach ach bhí sé i bhfad níos deacra scileanna i labhairt na Gaeilge a fhorbairt i measc na foirne chun seirbhísí idirphearsanta a chur ar fáil trí Ghaeilge ó lá go lá ó tharla gur próiseas céimneach é nach foláir roinnt mhaith ama agus tiomantais a chaitheamh leis. Rinne an Roinn infheistíocht shuntasach in oiliúint i nGaeilge le linn shaolré na céad Scéime chun cur leis an líon beag lárnach de bhaill foirne, a bhfuil dóthain acmhainne agus muiníne acu as a gcumas labhartha sa teanga chun seirbhísí idirphearsanta a chur ar fáil trí Ghaeilge.

Beidh an t-éileamh a rinneadh ar sheirbhísí den sórt le linn shaolré na céad Scéime, mar a luaitear i Mír 1.3.5 thuas, mar ghné den mhéid feabhais a chuirfear ar inniúlacht ar Ghaeilge i gcomhthéacs na n-éileamh méadaitheach atá á ndéanamh ar fud na seirbhíse poiblí maidir le héifeachtacht agus leis an úsáid is fearr a bhaint as acmhainní.

Ina theannta sin, mar a luaitear i Mír 1.3.4 thuas, ó tharla na n-athruithe san eagraíocht mar gheall ar an gclár díláraithe d’fhág 66 faoin gcéad den fhoireann an Roinn sa tréimhse a chumhdaítear faoin gcéad Scéim, agus beidh 30 faoin gcéad eile ag bogadh nuair a chuirfear an próiseas iomlán díláraithe i bhfeidhm. A thúisce is a chinntítear go bhfuil ar chumas na foirne agus na Rannán déileáil le custaiméirí Gaeilge go hidirphearsanta, cuirfidh an Príomh-Aonad Gaeilge an tseirbhís trí Ghaeilge chun cinn sna Rannáin sin trí shonraí teagmhála a chur, le cead na mball foirne, ar an liosta teileafóin, ar chairt na heagraíochta agus ar an suíomh gréasáin dá custaiméirí. 3.1 Services Not Available in Irish

The Department's main focus will be to consolidate the range of written and electronic means of communication made available bilingually in the course of the first Scheme and to continue to develop Irish language competency amongst staff to facilitate interpersonal Irish language service delivery on a general level. In practice, this means that while the Department will continue to be in a position to provide general information about the Department and its overall services through Irish, the Department will not be in a position to conduct detailed service- or programme-specific business through Irish.

3.2 General Commitment to Irish Language Service Development

The Department is committed to encouraging the development of Irish language skills across all areas of the Department to facilitate the progressive development of a quality one-to-one customer service in Irish to meet the demand for such services.

With the commencement of its first Scheme in 2005, the Department was starting from a relatively low base in terms of both written and interpersonal Irish language service capability. Although the provision of written communications in bilingual format, being primarily a cost and time issue, has been relatively straightforward to address, the development of Irish language skills by staff to facilitate day-to-day interpersonal service delivery, being a gradual process involving considerable time and commitment, has proved significantly more difficult. Over the course of its first Scheme, the Department made a significant investment in Irish language training in order to increase the relatively small core of staff with sufficient Irish language capability and confidence to deliver Irish language services on an interpersonal level.

The demand for such services during the lifetime of the first Scheme, as mentioned in Section 1.3.5 above, will be a factor in determining the degree to which Irish language proficiency is enhanced, in the context of increasing demands for efficiencies and optimal deployment of resources across the public service.

Moreover, as mentioned in Section 1.3.4 above, with the organisational changes incurred by the decentralisation programme, 66 per cent of staff left the Department during the period covered by the first Scheme, with a further 30 per cent to be transferred with full decentralisation. The Department has not been in a position to control the recruitment of its replacement staff in terms of Irish language proficiency, the consequence of which has been a reduction by 15 per cent in the number of staff competent to provide a service in Irish. The Department is, therefore, still at a relatively low base in terms of language capability. The net loss to the Department in Irish language skills will be addressed through appropriate training programmes under the new Scheme.

Once it is established that staff and Divisions have the capacity to deal with Irish language customers on an interpersonal level, the Central Irish Language Unit will promote the availability of the Irish language service in such Divisions by listing, with the agreement of staff, contact details on the telephone list, organisation chart and web site for customers. This will have the additional effect of promoting public confidence in the availability of a quality customer service in Irish and, possibly, unlocking latent demand for services in Irish.

3.3 Training & Development

The Training Unit /Central Irish Language Unit will continue to:

  • make available to all staff of the Department appropriate Irish language training courses, including within normal working hours, to maximise attendance and relevance to the Department's work;

  • promote the refund of fees scheme as a mechanism for encouraging Irish language training;

  • provide advice to staff on the range of high-quality Irish language classes available outside office hours (e.g., third-level diploma in Irish, Sult, Gael-Linn, etc.);

    • include language awareness as part of both induction and customer service training courses so as to ensure that staff:

      1. o understand why the Department is developing an Irish language service policy;

      2. o understand the context and background to the policy; and

      3. o are fully informed about how the policy will affect their work.

  • assess all courses, including Irish language courses and courses delivered through Irish, on a regular basis to ascertain how effectively they meet the Department's goals;

  • update the Frequently Asked Questions (FAQs) in bilingual format that were developed in conjunction with each unit of the Department to assist staff in dealing with interpersonal Irish language queries at unit level;

  • seek additional volunteers to provide Irish language services across the Department as Irish language capability develops. With the agreement of staff, they will continue to be identified in an appropriate way on telephone lists, at reception and on the organisation chart, and their e-mail addresses will be included under relevant sections on the web site;

  • put in place arrangements for the celebration, in an appropriate way, of the annual Seachtain na Gaeilge event within the Department; and

  • explore opportunities to encourage the development of Irish language skills amongst staff through informal activities.

Leanfaidh an Príomh-Aonad Gaeilge air ag tacú agus ag cuidiú leis an bhfoireann i réimsí uile na Roinne maidir leis na tiomantais atá sa Scéim seo agus beidh freagracht iomlán aige as monatóireacht a dhéanamh ar fheidhmiú na Scéime. Leanfaidh an Príomh-Aonad le tuairisc ar dhul chun cinn a thabhairt don Choiste Comhairleach Bainistíochta go ráithiúil maidir leis na tiomantais faoin Scéim a bheith á gcomhlíonadh ag Rannáin agus maidir leis an éileamh ar sheirbhísí trí Ghaeilge. Áireofar an dul chun cinn maidir le Scéim na Roinne i dTuarascálacha Bliantúla na Roinne chomh maith.

The Central Irish Language Unit will continue to provide support and assistance to all areas of the Department on the commitments contained in this Scheme and will have overall responsibility for monitoring the operation of the Scheme. The day-to-day monitoring and implementation function will be carried out by Principal Officers in respect of the Divisions for which they are responsible. The Central Irish Language Unit will also continue to monitor on a regular basis supply and demand for Irish language services across all areas of the Department.

The Central Unit will continue to report on progress to the Management Advisory Committee on a quarterly basis in respect of both compliance by Divisions with the Scheme's commitments and on demand for Irish language services. Progress on the Department's Scheme will also continue to be included in the Department's Annual Reports.

  • fonótaí a chur le treoirlínte, bileoga eolais agus foirmeacha iarratais roghnaithe ina míneofaí go bhfuil na doiciméid sin le fáil i nGaeilge chomh maith (i gcás nach gcuirfí an t-ábhar clóscríofa dátheangach ar fáil faoi aon chlúdach amháin); agus

  • nótaí a chur le foilseacháin agus le fógraíocht go gcuireann an Roinn seirbhísí ar fáil trí Ghaeilge agus dá réir sin, go gcuireann sí fáilte roimh chustaiméirí ar mian leo déileáil leis an Roinn i nGaeilge, de réir na dtiomantas ina Scéim chomhaontaithe.

Ó thaobh an Scéim a chur chun cinn agus a fhógairt i measc bhaill foirne na Roinne, déanfar amhlaidh trí oiliúint agus forbairt (féach Caibidil 3.3) agus trí na tuairiscí ráithiúla (féach Caibidil 4) a cheanglaítear ar Rannáin a thabhairt don Phríomh-Aonad Gaeilge maidir leis an dul chun cinn atá á dhéanamh acu chun na tiomantais faoin Scéim a chomhlíonadh.

The contents of this Scheme will be publicised by means of:

  • press release;

  • an official launch of the Scheme;

  • the public advertisement of the availability of the Scheme;

  • circulation to appropriate bodies; and

    • a permanent, high-visibility link to the Scheme on the homepage of the Department’s web site.

    • In addition to these measures, the Department will take every opportunity in its day-to-day interactions with customers to promote and publicise the services it provides through Irish, including by:
  • directly informing customers on a pro-active basis of the option of dealing with the Department through Irish, for example, by the display of notices at reception areas indicating the Irish language services that are available and also by prominently listing these on the Department's website;

  • including footnotes on selected guidelines, leaflets, and applications forms explaining that these documents are also available in Irish (in cases where bilingual printed material is not produced under a single cover); and

  • including notes in publications and advertisements that the Department provides services through Irish and, accordingly, welcomes customers who wish to deal with it in Irish, according to the commitments in its agreed Scheme.

In terms of promoting and publicising the Scheme amongst the Department's staff, this will be achieved through training and development (see Chapter 3.3) and the requirement for quarterly reporting (see Chapter 4) by Divisions to the Central Irish Language Unit on their progress in meeting the Scheme's commitments.

A copy of this Scheme has been forwarded to Oifig Choimisinéir na dTeangacha Oifigiúla.

3.3 Oiliúint & Forbairt

Leanfaidh an tAonad Oiliúna /An Príomh-Aonad Gaeilge le:

  • cúrsaí oiliúna cuí Gaeilge a chur ar fáil d'fhoireann uile na Roinne, agus cúrsaí laistigh de ghnáthuaireanta oibre orthu sin, chun go mbeidh an tinreamh agus ábharthacht na gcúrsaí d’obair na Roinne chomh maith is is féidir é;

  • an scéim aisíoc táillí a chur chun cinn chun oiliúint i nGaeilge a spreagadh;

  • comhairle a chur ar an bhfoireann faoin réimse de ranganna Gaeilge d’ardchaighdeán atá ar fáil taobh amuigh d’uaireanta oifige (m.sh. Dioplóma tríú leibhéal sa Ghaeilge; Sult; Gael-Linn agus araile);

    • feasacht teanga a bheith mar pháirt de na cúrsaí oiliúna san ionduchtúchán agus sa tseirbhís do chustaiméirí d’fhonn go mbeidh:

      1. o tuiscint ag baill foirne ar an gcúis go bhfuil beartas maidir le seirbhís trí Ghaeilge á fhorbairt ag an Roinn;

      2. o tuiscint ag baill foirne ar chomhthéacs agus ar chúlra an bheartais; agus

      3. o baill foirne ar an eolas go hiomlán faoin tslí a rachaidh an beartas i bhfeidhm ar a gcuid oibre.

  • na cúrsaí go léir, lena n-áirítear cúrsaí Gaeilge agus cúrsaí trí Ghaeilge, a mheas go rialta chun fáil amach cé chomh héifeachtach is a dhéanann siad freastal ar spriocanna na Roinne;

  • Na Ceisteanna Coitianta (CCanna) a cuireadh i dtoll a chéile i gcomhar le haonaid éagsúla na Roinne chun cabhrú le baill foirne agus iad ag plé le fiosruithe idirphearsanta Gaeilge ag leibhéal Aonaid, a thabhairt cothrom le dáta go dátheangach;

  • a thuilleadh daoine deonacha a lorg chun seirbhísí trí mheán na Gaeilge a chur ar fáil sa Roinn de réir mar a thagann borradh faoin inniúlacht ar Ghaeilge. Leanfar, le toil bhaill foirne, á n-aithint, ar bhealach cuí, ar liostaí teileafóin, ag an bhfáiltiú agus ar chairt na heagraíochta agus beidh a seoltaí ríomhphoist ar fáil faoi mhíreanna cuí ar an suíomh gréasáin;

  • socruithe a dhéanamh chun ócáid bhliantúil Sheachtain na Gaeilge a cheiliúradh, go cuí, sa Roinn; agus

  • deiseanna a ionramháil chun scileanna Gaeilge na foirne a fhorbairt trí ghníomhaíochtaí neamhfhoirmiúla.
